St. Mary’s in Uproar: Dollar General Sparks Fierce Debate among Residents

Teramore Development LLC has proposed to open a Dollar General store outside the Shadowlawn subdivision. The development company is currently seeking special zoning permissions from the City Council to build the store on the Shadowlawn property. However, their plans face significant opposition from concerned citizens and local authorities.

Zoning Regulations and Requirements

St. Mary’s existing zoning regulations prohibit small box stores like Dollar General from operating without prior approval from the City Council. To obtain the necessary permits, Teramore Development LLC must meet specific requirements. According to the city zoning ordinance (Article II, Section 110-145 (3) d), the developer argues that their proposed use aligns with the following criteria:

  1. The proposed use will not significantly harm the value or quiet possession of surrounding properties more than generally permitted uses in the district. (Note: The Planning Commission stated they do not meet this requirement.)
  2. The city and the facilities serving the proposed use will not become overburdened or create hazards due to inadequate facilities.
  3. The natural characteristics of the site, including topography, drainage, and relationship to ground and surface waters and floodplain, will not cause undue harm to the environment or neighboring properties.

Property Ownership History

The property in front of Shadowlawn was previously owned by CAMCAM Management, LLC, an Alaska limited liability company, acting as the Trustee of the Shadowlawn Marsh Land Trust. Teramore Development currently holds ownership of the land and plans to recoup its investment by leasing the property back to Dollar General once construction is complete.

Community Perspectives

Supporters of the store argue that it will positively impact the local economy by creating job opportunities and potentially increasing the tax digest. Critics, however, question the need for another Dollar General, noting that similar establishments already serve the community.

Council Meeting Updates

Although the proposed store was removed from the agenda, Councilman Ingram clarified on Facebook that this decision was made for a briefing with legal counsel before voting. He expects the matter to appear on the agenda for the next meeting.

Uncertain Future

As the debate continues, the future of the Dollar General store in St. Mary’s remains uncertain. The City Council will decide whether to grant special zoning permissions to Teramore Development LLC, considering the concerns and opinions of both supporters and critics.
